Define global tax, surcharge, and fallback pricing rules that apply to all shipments unless overridden by a specific rate card.

Volumetric Weight
The volumetric divisor determines how dimensional weight is calculated. A divisor of 5000 is the international standard (IATA). Some domestic carriers use 6000. The system compares actual weight vs. volumetric weight and bills whichever is greater.
